As a credit user in Romania you have clear protections under GEO 50/2010, Law 193/2000 (unfair clauses) and ANPC oversight. Here are the 5 rights every lender must respect.
1) Pre-contract information (SECCI)
Before signing you receive a mandatory Standard European Consumer Credit Information (SECCI) sheet with APR, total cost, payment and all terms. Without SECCI, the contract can be voided.
2) 14-day withdrawal right
From signing you have 14 calendar days to reconsider, no reason needed, no penalty. You only pay interest for the days used. Notify the lender in writing.
3) Capped early repayment
You can prepay any time. Max fee is 1% of the amount prepaid if more than 12 months remain, 0.5% if less, and ZERO for variable interest.
4) Fair collection behavior
Debt-collection calls are allowed only Mon-Fri 08:00-20:00 and Sat 09:00-15:00. No lender can threaten your family or employer. Such practices can be reported to ANPC.
5) Free mediation with SAL-FIN
For any dispute with a lender you have free access to SAL-FIN (Alternative Financial Dispute Resolution). It's faster than court and costs nothing.
General complaints go to ANPC at anpc.ro. For data protection, ANSPDCP.
