How to compare an insurance policy properly in Romania
The gross price shown in the initial quote rarely reflects the final cost. With RCA, your current B/M class, declared annual mileage and optional deductible all matter. With CASCO, the gap between insurers can reach 47% for the same car, driven by the damage assessment grid and the list of partner repair shops. For homes, the mandatory PAD policy covers only three major risks (earthquake, landslides, floods), with a cap of 23,500 EUR for type A apartments and 11,500 EUR for type B, under Law 260/2008.

RCA 2026: what changed after the price cap
The RCA reference tariff published by ASF rose 12.4% in March 2026 compared with October 2025. The cap introduced by Law 213/2015 stayed in place, but the risk coefficients per category (driver age, engine size, registration area) were recalibrated. For a Logan 1.0 SCe registered in Bucharest, the average premium dropped from 1,873 to 1,748 lei. For a BMW X5 3.0d, the same grid climbed from 7,327 to 8,142 lei.
Bonus-malus remains the main lever for lowering your premium. Class B14 (8 years without a claim) brings a 50% discount off the base tariff. A single claim paid in the last two years pushes the driver into class M, with an increase of 60-180% depending on the insurer.
CASCO: the questions to ask before you sign
The standard deductible ranges from 4.5% to 9.3% of the damage value. On a car valued at 73,500 lei, choosing the 4.5% deductible instead of 9.3% makes the premium roughly 437 lei more expensive per year, but cuts your own contribution on each claim by 3,528 lei. Three questions you must ask: whether the policy covers additional drivers, whether protection extends to EU roads, and whether repairs go through the partner workshop or are paid directly to you.
Home insurance: PAD and the voluntary policy
PAD costs 13.68 EUR/year for a type A apartment and 6.84 EUR/year for type B, payable through any accredited PAID provider. The voluntary policy covers fire, theft, electrical damage and civil liability toward neighbours. For a 67,500 EUR apartment in Cluj, the voluntary annual premium starts at 187 lei with Omniasig and reaches 412 lei with Allianz Țiriac, for the same base package.
