A PFA with strong receipts can receive a weaker offer than an employee earning less.
The bank is not lending against turnover. It is testing how much stable income remains after business costs, tax and existing commitments.
That distinction decides many applications.
Can a PFA get a personal loan in Romania?
Yes. Banca Transilvania publicly includes independent activity among income categories considered for property lending, while Libra offers separate finance for liberal professions. Neither statement is a promise of approval.
An underwriter normally wants continuity, provable net income and enough room for the proposed monthly payment.
Turnover, net income and eligible income
Receipts are the money entering the account. Net income is what remains after deductible expenses. Eligible income is the portion the lender accepts after its own risk adjustments. These three numbers rarely match.
Take an IT consultant invoicing 12,740 lei in one month, with 4,860 lei spent on subcontractors, licences and tax. A sensible assessment cannot build a repayment plan on the full 12,740 lei.
Some lenders start with the completed tax year. Others also ask for recent statements to see whether this year confirms the declaration. A sudden fall can matter more than last year's headline figure.
Actual expenses or income norm
Under the actual-expense system, taxable net income follows receipts minus deductible costs. Under an income norm, the fiscal base is set for the activity and county, subject to statutory adjustments.
A lender does not have to treat the two systems alike.
ANAF's D212 return separates realised income, social contributions and tax. The return, filing receipt and account activity need to tell the same story. With an income norm, bank statements and recurring contracts can explain business performance that the fiscal figure does not capture.
How much trading history is enough?
There is no market-wide minimum. One product may assess a PFA after a completed fiscal year, while another wants a longer record. Profession, seasonality and concentration among a few clients also change the picture.
Eight months of activity is not an automatic refusal. It simply offers less evidence that revenue repeats, which may reduce the amount or postpone the application.
Documents that make the file understandable
Expect identification, registration evidence, the D212 return and receipt, bank statements and records of current liabilities. The lender supplies the definitive list.
For recurring work, include the contracts and paid invoices that explain stability. Hundreds of unrelated invoices add volume, not clarity. A CAEN change, a suspension or a switch of tax system should be explained before the analyst has to ask.
Personal borrowing or business finance
A personal loan funds the holder's private needs. Working-capital and investment facilities fund the activity. The second route may require more evidence, but it can fit equipment, stock or premises better.

A cautious affordability example
Ana reports average net income of 7,360 lei, yet her last twelve months range from 4,280 to 11,940 lei. She also pays 1,170 lei for leasing and keeps a partly used credit card.
The useful calculation starts with repeatable income, reserves cash for tax and tests the weakest month. If the new instalment only works in exceptional months, the requested amount is too high.

Why an apparently good application fails
Common causes include confusing receipts with profit, short history, unpaid tax, a recent slowdown, payment incidents and too many open limits. Contradictory documents are another quiet cause.

His first request failed because the payment was sized as though every month were June. A request 17.35% lower, supported by two recurring contracts, made the file readable.”
A PFA is not a complicated employee. It is a different financial profile, and a strong application makes that profile easy to verify.
A controlled way to compare offers
Shortlist two or three products that match the purpose. Ask for the document list before authorising a full assessment and record the income each lender accepted, not only the quoted instalment.
